I tested by reducing the number of auto ads.
I reduced it down to practically a single ad, but the account was still sent for review afterward and impressions dropped.
What did I do? I completely turned off auto ads and left only in-article ad blocks.
As a result, earnings started coming in and the review warning badge was removed. Prior to this, it had been active since July, or 3 months.
For now, I think my solution worked and brought results.
