Andrey, the author of the @heymoneymaker channel, wrote to me—he thought it was a joke that you could promote international sites with Russian backlinks. Here is another example.

Google sometimes ignores the exact match anchor and doesn’t boost the site’s rankings directly, but it grants visibility for keywords, and new keywords start appearing in top results, as in this example.
The page didn’t contain the anchor text used for the link (amber frey wiki) and rankings didn’t rise directly, BUT visibility picked up and new keywords started popping up.
The funniest part is that the URL was ranking without HTTP; I placed the link with HTTPS—or rather, the webmaster accidentally made a mistake, and Google considered that a sufficient reason to rank the document as HTTPS now 🙂
